# New Mexico’s Hydrogen Fantasy Is About to Meet Reality

New Mexico has found a remarkable new way to waste electricity.

Take three units of power. Use them to manufacture hydrogen. Store it. Convert it back into electricity. Get roughly one unit back.

Now wrap that process in solar panels, federal subsidies and the phrase “clean-energy future,” and New Mexico officials will call it progress.

That is the proposition taking shape in Questa, a struggling northern New Mexico village still living with the consequences of the Chevron molybdenum mine. The mine closed in 2014 after employing generations of local workers. The jobs disappeared. The pollution did not. The property remains part of a federal Superfund cleanup.

New Mexico’s next economic-development vision is to return to that industrial landscape with another heavily subsidized promise.

Kit Carson Electric Cooperative is advancing a hydrogen, solar and battery initiative supported by a $231 million federal package. The hydrogen portion would use electricity to split water, store the resulting gas and convert it back into electricity when needed.

The justification is that hydrogen can store solar power for long periods. The inconvenient fact is that most of the original electricity never comes back.

A federal feasibility study estimated that the hydrogen process would return only about one-third of the electricity consumed. It placed the cost of the resulting power at roughly 45 cents per kilowatt-hour—about three times what the average New Mexico household pays for electricity.

And that estimate assumed generous federal tax subsidies.

Subsidies can move a cost from the utility bill to the federal budget. They cannot make the cost disappear. They certainly cannot recover the two units of electricity lost for every one returned.

This is not an obscure engineering problem. It is the central question New Mexico’s leaders have avoided:

> Why is a state worried about future electricity shortages investing in a system designed to consume three units of electricity to return one?

### The acequias object

Two local acequia associations have now taken that question into federal court.

The Cabresto Lake Irrigation Community Ditch Association and Acequia Madre del Cerro de Guadalupe are suing the USDA Rural Utilities Service. They want construction stopped until the federal government performs a more complete environmental review.

Their concerns include groundwater, the project’s water source, construction on the former mine landscape and the government’s decision not to study the associated solar array as part of the same federal review.

Those allegations remain unresolved. A lawsuit is not proof that the project will damage local water.

But consider what New Mexico’s energy transition has produced: traditional northern New Mexico water communities are suing to slow a government-backed green project because they believe its environmental consequences were not adequately examined.

The people asking questions are not oil companies. They are not climate “deniers.” They are acequia communities living downstream from one industrial promise already gone wrong.

### Questa has heard this before

Questa sits in northern Taos County near the Red River, the Rio Grande Gorge and the Río Grande del Norte National Monument. It is a beautiful area that has spent years trying to replace the economy it lost when the mine closed.

The hydrogen project arrives carrying the familiar language of rural renewal: construction, jobs, investment and a new economic identity.

But the original federal study projected only about 10 permanent jobs.

That is not an economic replacement for a mine that once employed hundreds. It is a laboratory with a very large public subsidy.

The broader $231 million package does include solar and battery projects, so it would be inaccurate to call the entire amount hydrogen spending. That bundling, however, creates another accountability problem.

Officials promote the combined package using its largest numbers—homes powered, emissions avoided and dollars invested. They do not clearly separate what solar provides, what batteries provide and what hydrogen costs.

Solar panels produce electricity. Hydrogen consumes electricity in order to store a diminished portion of it. Combining both under one “renewable energy” label allows the weakest technology to borrow the strongest technology’s accomplishments.

New Mexicans deserve to know how much of the promised benefit actually comes from hydrogen.

### The world is retreating

Questa is not developing in a vacuum.

Hydrogen projects are being canceled, delayed or reduced across the United States and overseas. Developers repeatedly cite the same problems: high costs, financing difficulties and a lack of customers willing to buy the finished product.

Plug Power recently abandoned a major green-hydrogen plant in Belgium after questioning its economic viability. Its federal loan guarantee for proposed American projects was also withdrawn after the company failed to meet a funding deadline.

That is not proof every hydrogen project will fail. Hydrogen already has industrial uses and may find specialized applications where direct electrification is impractical.

But the sweeping promise is collapsing.

Hydrogen was sold as the Swiss Army knife of decarbonization: transportation, industry, electricity generation and long-term storage. The market is now discovering that a Swiss Army knife costing several times more than the individual tools is not much of a bargain.

New Mexico seems determined to learn that lesson last.

### The wrong direction

The timing could hardly be worse.

Artificial intelligence, data centers and advanced manufacturing are increasing demand for dependable electricity. States are reconsidering nuclear power, expanding natural-gas generation and competing for infrastructure capable of supplying power around the clock.

New Mexico remains tied to an Energy Transition Act written before that demand arrived. Instead of reassessing whether its system can produce enough reliable electricity, the state continues supporting a technology that destroys most of the electricity placed into it.

This is the difference between energy policy and climate symbolism.

Energy policy asks how much power New Mexicans need, what it will cost and whether it will be available when required.

Climate symbolism begins with a preferred technology, attaches an emissions claim and uses subsidies to suppress questions about cost.

Questa deserves better than symbolism. So do Kit Carson’s customers and federal taxpayers.

Before another dollar moves, officials should explain three things in ordinary English:

- Why electricity costing roughly 45 cents is a bargain.
- Why losing two-thirds of the original power improves energy security.
- Why local acequias had to sue before their concerns received serious attention.

New Mexico’s leaders may believe hydrogen is worth the gamble. If so, they should be able to defend it without hiding behind federal grants, combined project totals or climate slogans.

The rest of the world is beginning to pull the plug.

New Mexico is still searching for the outlet.
